[Elecraft] restrictive CQs? SKCC, Fists etc. - protocol on who we can play with

If you ever hear me calling "CQ FISTS" please feel free to call me. I  
think the majority of FISTS members would feel the same. In fact, it  
would be definitely NOT in accordance with FISTS principles not to  
have a contact with you. :)
