With the exception of my current employer (thankfully), in my thirty years
working in various Silicon Valley high-tech companies, the development project
priorities have usually been, in this order:
(A) Schedule
(B) Budget
(C) Spec (features, quality, performance, etc.)
Of course, in the mad 80-hours-a-week rush to meet the ship deadline set by
Marketing, all kinds of things would be done wrong, or poorly, or not at all,
and (C) would go completely out the window, to levels even Sales couldn't
stomach. This would then require much redesign, rework, retest, etc., blowing
both (A) and (B) out of the water anyway.
And Management would do this again, and again, and again...
One definition of insanity is doing the same thing over and over while
continuing to expect a different result each time. I'll tell you, most of the
high-tech companies I've worked for were certifiable! :-)
