Arthur,

The 8B line (Measured at U6 pin 8) is a voltage rail, so you should 
resolve the low resistance reading before you apply power.

Be certain all the active devices are installed the right way around 
(the parts placement diagram at the end of the manual is handy for 
that), and check the value of any resistors connected to that voltage 
rail before proceeding.

Sorry I can't simplify it any more than that - you will just have to 
hunt until you find it - voltage rail problems are like that.  If you 
are brave and have lots of parts, you could just plug it in and see what 
overheats or smokes, but that is not in any way a recommended procedure, 
do it at your own peril.
