[Elecraft] Upgrade manual question- PLL Frequency Stability at

Hello,
My mom got me the upgrade kit for Christmas. I just started on the project, and I already have a question. In the Frequency Stability Test part of the A to B manual (page 5) I went to 7182 khz, lower sideband, with filter 1 selected. I activated CAL FCTR, and the frequency at TP1 is 12095.60 and the frequency at TP3 is 12095.63. The manual said that they should indicate the same frequency. I see from my test that they aren't the same frequency.
My question is this... I see an blank in the manual where I am supposed to write in a 40 meter frequency range where the VCO and PLL reference oscillator frequencies are equal. However when I am in CAL FCTR I see a frequency in the 12 Mhz range displayed. How is the best way to correlate the 12 Mhz range frequency with the 40 meter frequency. Could someone explain the procedure a little better to me?
I listened to a QSO near 7178 and it sounded fine. I tuned to 7182 and in the background hiss I could barely detect some thing that might be called wavering. Should I do the mod anyway?
