  It didn't happen by accident.  It happened because amateur
  groups around the world persuaded their Administrations to
  proipose the change.  That's how things get done at the ITU -
  member Administrations have to propose additions or changes to
  the Radio Regulations, and then it's woted on during a World
  Radio Conference.

  "The little bird" told me that the only reason that the FCC
  held back from doing it on their own was that it was already
  percolating its way through the ITU, and the only reason that
  it wasn't dropped the day after the ITU change went into effect
  (as I had proposed five years ago) was sheer bureaucracy, not
  any desire to retain the test.

  This does not mean that CW is banned or eliminated, just that
  it is not tested, just as any other mode's skills are not
  tested either.
