[Elecraft] Amplifiers, no longer an FCC issue

We'd like to do this too. :-)

We've read the proposed FCC 04-79 changes and it looks like that while they 
are removing the 12M-10M ban, they are keeping the max gain rule of 15 dB (or 
less for <1500 W) , and possibly the 50W minimum input power requirement for 
external amplifiers. They appear to be modifying 97.317 paragraphs a(1), a(2) 
and b, but they appear to leave in paragraph c, which still has these power 
limits in c(6).

We'll have to wait until the final changes are published to be sure.
