[Elecraft] I am stumped on the KX1 and need some pointers HELP!!

I have completed the basic KX1. No 30 meters and no tuner yet. It is =
completely functional on receive. It will not put any power out. I have =
verified the voltages on the transmitter transistors via the voltage =
table. They are all correct. Q4,5 and 6 are turning on. I have verified, =
re-verified and remade the toroids. T1, L1,2 and 3 to the best of my =
ability are made right and connected well. Clean and solid connections. =
I have looked and looked and looked on the board for solder shorts, =
wrong component placement and anything else I can think of. Cannot find =
the problem. If I key the transmitter, there is a little somthing there. =
I can hear the transmit tone on another receiver and the KX1 seems to be =
putting out something in the milliwatt range. I don't have a milliwatt =
meter anymore, so I cannot tell you how much. The tone is good, the freq =
of the transmit is right, but there is just no power there. Can someone =
provide some more pointers and things to check. I know that when I find =
it, it will be something stupid. Any insight that anyone can provide =
would be great. No scope at all or RF probe, just a DVMM.
