Move to Nebraska!

Entire state of Nebraska is Municipal  (quasi-government) Electric Power =
and
state law prevents the electric utilities from providing communication,
networking, ISP, etc.  They cant even leas out excess bandwidth on =
existing
microwave (etc.) links. =20

So if you were in the middle of Nebraska you would have a large BPL free
buffer zone.

Power companies are a natural monopoly given special status to provide a
public service.  They should NOT be allowed to profit, or to compete =
with
for profit entities.  they should not be allowed to enter the BPL =
business
with their unfair advantage and put free enterprise business out of =
work.
that is before we even get to a discussion of frequency theft.
