The group that was quoted earlier, the APPA, is comprised of municipally
owned power companies, not to be confused with the major utilities. Here's

Like most municipalities, they are looking for every buck they can get, any
way they can get it. Same category in my mind as radar traps, and just as
dangerous.

Power companies are a natural monopoly given special status to provide a
public service.  They should NOT be allowed to profit, or to compete with
for profit entities.  they should not be allowed to enter the BPL business
with their unfair advantage and put free enterprise business out of work.
that is before we even get to a discussion of frequency theft.
