Not true.  Like all noise blankers it works on some kinds of noise and
not others.  It works much better than the NB on my TS850s!

Modifying the default parameters is hard until you get the hang of it... 
Then it's easy.  But you don't have to do this often (or at all).

They are independent, and are effective on different kinds of noise. 
Sometimes I use one or both (usually I leave the DSP noise reduction on).
