[Elecraft] Stage II RF board Tests - VCO problem

Hi guys,

I have completed the RF board up to the point where I must do the stage
II tests.

With a DMM on the left end of R30 and adjusting L30, the voltage remains
stubbornly at 8.00 volts.

I have checked the board and T5.  I removed T5 and rewound it, but no
joy.  I read all the past emails on the topic that I could find in my
archive and concluded that perhaps if the voltage were too low, add a
turn or two to T5 primary (red winding).  If the voltage were too hiigh,
remove a primary turn.  This latter I have done, but no joy.

Could anyone please suggest where I might go from here?  (Apart from the
nearest lake, that is.)
