[Elecraft] PLL Reference Oscillator Range Test

I didn't do the subtraction - The original question said  "This is10.04" and
I took that for the range result.  Your subtraction is correct, sorry about
that.

The real answer now - is that a slight tweaking of the turns spacing on T5
should bring it into the proper range.
