But then the signal is not 599.  5 means perfectly readable, and you're 
telling me its not.  Thus the report should be 499 or even 399.  That's 
what I mean by "meaningful."

Well, sort of easy -- but useless.  It's like the cartoon of the chap 
looking for his car keys in the gutter under a cone of light from a 
street lamp.  When asked where he lost his keys, he replies, "down the 
street."  "Then why are you looking here?"  "Because the light's 
better."  Yep, easy but useless.
