[Elecraft] KPA100 - Power control problem

Hi all,

I finally got around to finishing the KPA for #1043 and run into only 2 
problems. I have looked through the faqs, but it seems to be too specific. I 
will split the questions:

Problem 1: Pin 12 of U1 is not switching when changing from lo to hi power.
This means the power control does not work properly. At the moment I have 
calibrated it for hi power mode, which means the low power control/indication 
is off by a factor of 3.
On the other hand, pin 13 of U1 (5R) is switching when in RX and changing from 
hi to lo power. This is not mentioned in the voltage table.

What can be the problem?  Is this a firmware bug? I can hardly believe it. Pin 
12 measures 3.1 MOhms to earth when not powered.
And yes, PA=ON. I am getting 100 W 160 - 15 meters and 60 Watts on 17 and 10.
