It sounds like all you are seeing is the **normal** voltage drop across the
reverse polarity protection diode between the power input connector and the
rest of the radio's electronics.  That voltage drop depends on the current
flow though the diode, and the junction temperature of the diode.  The MPU
senses voltage after that diode, not before the diode.
