[Elecraft] N-Gen: LED but no noise!

Hi folks:
built all the mini-kits this weekend, but this one not yet working. The LED
lights, but no noise! I've rechecked all components--not much chance here
for mistakes! Is it possible that I've mis-installed U1 (the MMIC)?? I
soldered its four leads directly to the silver solder pads on the surface of
the PCB, in the correct orientation. Correct?? No noise. I then desoldered
it, thinking I'd done something wrong. Should I have routed the leads to the
four nearby holes in the PCB instead??  And should the number on the surface
of U1 be "up"?? The directions seem unclear on this.Any chance my U1 (MMIC)
is dead?  Thanks for the advice, again!
