[Elecraft] L1 & L2 Alignment Problem

Dear Reflectorites,

I've gotten to the point where I'm to align my K2 for 40M transmit.  When I set the rig for 2 watts and hit the Tune button, as per the instructions, the rig shows an output of 0.1 and adjustments to L1 and L2 make no difference. I had originally thought that this was an indication that I had overheated Q7 and Q8 in the initial installation.  I had installed them backwards (not reading the instructions to bend them the opposite way as Q6).  Therefore, I purchased replacements from Elecraft and installed new finals.  Unfortunately, this was apparently not the problem, as I have the same transmit problems during this 40M alignment phase.  Any advice on where I should next look for a possible culprit?  Thanks for any and all suggestions.
