[Elecraft] AGC voltage

I finally began working on my K2 a couple of weeks ago. Not too much time to
work on it but progressing slowly and enjoying the trip.

I am at the end of assembly part I and doing the testing on the various on
board equipment.  Tests all show the desired readings except for the AGC
threshold.  Manual says the voltage on pin 5 should be 3.80 volts.  My test
shows this voltage to be only 2.89 volts.

What am I doing wrong?  I have used three different meters and they all show
nearly the same voltage.  Is this a problem that I need to rectify before
proceeding.

I am not too well versed in the use of test tools and have none beyond the
DMM that I am using.

Any suggestions would be helpful
