[Elecraft] EQP-2004 - Rules, Note-3

I know you all haven't read the proposed EQP-2004 rules yet. Because if
you had, then Note-3 wouldn't be necessary. I draw your attention to
Note-3 (see below). Who is gonna step up to the plate? (Fame, but not
fortune, follow).
