[Elecraft] K2/100 and KAT100 odd behavior

Hi Vic. My K2 came through with R99 at 270 ohms. I changed R98 to 1K. The
power no longer varies that much. I can live with a 1-2% variation.

After making the modification to tighten up the AGC loop (see
<http://www.elecraft.com/Apps/Power_Control_Mod.html>), I also have
about 50w variation when driving an Alpha 86 to full output.  If you
haven't done this mod, it will help (although it is not a complete
solution).
