[Elecraft] Scopes and Frequency counters

All:

I'm of a mind to try to spend my tax return before I even
get it.  I'm shopping for A decent oscilloscope and a
frequency counter.  I noticed a brand called "Instek" 
that seems to offer units that have features roughly
comparable to HP and Tektronix units but generally cost
MUCH less.  Any comments regarding Instek and general
recommendations for these essential bench tools would
be appreciated regardless of brand.
