[Elecraft] Transistor for increasing Amp relay speed

So, you need to know how much the relay draws?  Easy.  Turn the amp on.  Unhook the RF input just for grins.  Place your MultiMeter on the current range.  Clip the negative lead to the hot lead of the relay ... usually a RCA phone plug....the center pin.  Hook a alligator clip from the outside of the RCA phono plug to the negative side of a 12 volt power supply.  Turn the amp to Operate (not Standby).  Touch the RED lead from the MultiMeter to the positive side of the 12 volts power supply.  Read the current.  Done.
 
Or, look in the manual of the amp and it might be documented.
