Well, that answers that, yes?

I'm going to replace the gel cel this week with a larger one as this one =
is really old.  And the charger is suspect, too.  It's a commercial one =
and I believe just a minimal (50-100mA ?) float device.

I have a home-brew constant voltage charger I use for my R/C planes that =
I think I'll try and see if that brings the voltage up.
