Dave:

It's normal but not really a problem.  There is a diode (D10) in series 
with the power input.  Your difference (about 0.6V) is the drop across 
this diode, whose purpose is to prevent damage to the rig in the event 
you reverse the power leads. 

12.19 Volts sounds a bit low for a charged gel cell.  12.8-13 is a more 
normal value for a fully charged, healthy gel cell.
