[Elecraft] PLL Reference Oscillator Range Test: Still a problem

Hi again:
Well, after getting great help from John (KI6WX), I still have problems
with the PLL Reference Oscillator Range.
As instructed, I checked U5, Pin 7 and got a reading of 2.97 VDC. I
checked all the components in the area of U5 and found that all
components are the correct ones and all solder joints seem to be good
(resoldered connections just to make sure).
I still get the same reading. I am stuck here. Any help would sure be
helpful.
