[Elecraft] K2 PLL reference Oscillator range overly large

Fletch;
The upper value is exactly what I would expect with the temperature
stabilized version. The lower frequency is a little lower than what I saw
when I designed this change, but should be okay. The lowest the PLL
Reference tunes in operation is 10 kHz below the PLL Reference high
frequency. You probably have a varactor diode that has more capacitance at
zero voltage; this will not effect the normal operation of the K2 since we
don't operate the varactor near zero volts. Go ahead and finish your K2; I
don't expect that this will present any problem.
