Carl,

Take a look at the K2 Dial Calibration article on my website
www.qsl.net/w3fpr.  I believe you will have your questions answered.  There
are numerous ways to set the reference oscillator and I have tried to
document as many as I could gather, but I do recommend the N6KR method above
all others.  Be careful when using CW mode for tuning WWV because one must
consider the sidetone offest.  Using SSB is easier because there is no
offset to consider.

Yes, you must do CAL PLL -- AND -- CAL FIL to properly judge the results.
