[Elecraft] k-1 failed first voltage test..

working on the rf board..

i got up to the resistance checks, and everything checks out..

i got up to the voltage checks, and it is not passing..

i hooked it up to a 13.8 v power supply..

turned it on.. and no smoke..

i checked the points, and here's what i got..

p1 pin 15 --- 0v
p1 pin 16 --- 13.5 v.
u3 pin 5 -- 0v
u3 pin 6 --- 0v

can anyone help me out?
