The noise has to be composed of short, sharp pulses for the NB to help. 
  Most power line noise is NOT like this, actually.  By the time you 
hear noise, it's gone through the high selectivity part of your rx and 
been broadened, so sometimes it's hard to tell by ear whether the NB 
will work without trying it.  You can try to get the power company to 
fix the problem, or you can try a noise cancelling device (MFJ makes 
one).  The noise canceller is a little unwieldy to adjust and doesn't 
allow for fast QSK, but there are situations in which it can eliminate 
noise that can't be dealt with otherwise.
