Sounds to me like the PA is oscillating.

I had exactly the same problem building #3112 and the problem was in the T/R
switching (I seem to remember I had blown a switching FET during
installation) not switching the recieve path off on transmit - hence a
direct positive feedback loop. Check all components in the T/R switch and
the switching FETs for the 8T and 8R lines (easily done by monitoring the
voltage on 8T and 8R during transmit and receive).
