Found the problem.  Q2, a ZVN4424A was shorted.  Diode D4 was always on,  no
back bias, so on transmit, the receive path was still connected.   I thought
if ALL Low pass filters  were appearing bad, then NO filters were bad and I
was right.  Drain of Q2 did not rise to 8 VDC in transmit mode ( through
R37, a 100 K resistor).  Removed Q2 ( no receive). Connected transmitter
through filters, power is now adjustable on all bands.  Now I just need a
replacement for Q2.
