That was Rumen and he is quite active on the HF CW bands.  He uses his son, Vasco LZ3RZ, as his QSL manager so there is a Bulgarian connection.

I've worked him on a couple of bands.  He tends to follow propagation so look for him on 40 and 80 later in the evenings.
