[Elecraft] PLL Reference Oscillator Range Test Problems

Hello again:
To all of you who helped me previously on the above subject
problem...the problem is STILL here.
I have been working with Gary at Elecraft to try to solve the problem
and we still have the same problem.
Here is what I have checked.
1. Have checked continuity between Chip U5 Pin 1/2/3 to J8 Pins 20/19/16
(good continuity)

" to P3 Pins 20/19/16 (good continuity)

" to 18C452 MCU Chip, Pins 18/24/19 (good continuity)
4. Replaced U5 with a new chip and rechecked U5 and U6 when the above
test is run, U5 (7) = 0-2.960 VDC
    U6 (1) = 0-1.965 VDC
At no time do I get the 0-4 VDC at U5 (7) or 0-8 VDC at U6 (1) when the
range check is done.
I have checked, rechecked and re-rechecked all solder joints, resoldered
all solder joints and checked for solder bridges. All appear to be in
order.
If there is ANYBODY out there that could be of help, I would certainly
appreciate the help. Gary is giving me 100% support but I thought I
would present the problem here.
Also, if there is anybody halfway near my QTH here in Birmingham,
Alabama I would certainly welcome the opportunity to have another set of
eyes, etc looking over the 'ol girl.
This is frustrating the heck out of me and I am at wits end.
