[Elecraft] K2 Question - control board

Working on K2 (sn4011).  Finished the control board tonight.  Did final 
resistance checks and one is not right.  U4 out (8V) should be 3 - 7K ohms.  The 
meter cycles like a capacitor is charging and discharging back and forth.  Any 
thoughts?
