Glenn,

First thing should be to get some voltage onto U9 pin 3, then everything
else should fall in line.

The voltage on U9 pin 3 should come from a simple voltage divider using 2
resistors from RP4.  Check the voltage at RP4 pin 4 and pin 5 - If
everything is soldered correctly, you should read about 6 volts there as
well as on U9 pin 3 and the collector of Q14.  You should find 12 volts (or
13.6) at pin 3 of RP4.

Check the above points carefully for solder bridges and unsoldered pins.
