Glenn,

Try taking a reading with the probes of your ohm meter reversed.  Also, see if you are getting the same readings at J1 pin 8 as you are getting at J7 pin 6.

I'd check the soldering at RFC7, RFC4, D10, R26, RP4(pin 1 and 2), and R39.  Check that D10 is oriented properly.
