I just finished assembling a KAT2 and just this minute sent out an email 
to Wayne about this discrepancy. I installed the lockwasher on the 
control board end as shown on page 6. I installed the lockwasher on the 
L-C board end on the screw side of the board... NOT on the standoff 
side. The finished product is installed and has adequate (by my 
definitions) clearances. You may want to wait for an official response 
from Elecraft folks, but that is the way I set it up.
