As odd as it may seem, one must realize that this issue has been very
low on the national radar. Those who have anything to gain by BPL have
been hoping for a quiet change of the rules, and getting enough
deployment out there without notice, so that they could get away with
it by momentum alone.

Only now are the news media picking up on the other side.

The very first one I have seen that acknowledges the opposition can be
