I would not give up on the Outbacker - after all I have WAS mobile to 
mobile with it in the log - QRO.  I've also done a bit of QRP and QRPp work 
with it.  As an example of what can be done. check out what I did in the 
2002 county hunter contest mobile for a bit over an hour at 
http://www.wd3p.net/chtest02/chtest050602.htm  The log includes NV at half 
a watt and LY3BY at about 4 watts.

That said the Outbacker is not the best choice - I go for an the biggest 
antenna I can when mobile with the coil located as high as I can get 
it.  Neither the Oubacker or the Hamsticks are in my list of favorite 
mobile antennas.  But they do work - it is just that others are better.
