Loss in coax will go up if the SWR on the coax is higher, therefore it is
best to have the tuner at the antenna end of the coax to keep the SWR at
1:1 on the coax.
You can't do this if the tuner is at the transmitter end of the coax.

Either way, the transmitter will see a 1:1 SWR.
