I'd think the only way might be to pick a band (ANY band), turn the power 
OFF (remembering that the LATCHING relays remain in whatever position 
they've been set) and then do some resistance reading across the BPF or LPF 
relays to determine how they've been 'set' by the band selection. Once you 
have their settings, you can cross-reference those settings to a specific 
band. Then, you know what band has been selected and canproceed from there.

Not terribly fun, but should be effective.
