[Elecraft] SSB Filter Bandwidth

The KSB2 filter values have not been changed for Elecraft production.  My
note does provide alternative capacitor values for a 2.0, 2.2, and 2.5 kHz
bandwidths.  A number of people have implemented the bandwidth changes, but
these changes are not an official Elecraft mod.
