[Elecraft] Question #2 on the K2 Build

I am building the control board of my K2 [#3776] and at the step
concerning the resistors R18 & R19 mounted on the bottom side of the
board: The manual calls for jumper wires to be mounted on the top of the
PCB, at the points where R18 & R19 are located. Then it says to mount
resistors R18 & R19 to the bottom of the board in their respective
locations... which is where the jumpers come thru the board... seems
that the jumpers just canceled out the resistors, what am I not seeing
here?
I do not quite understand what the manual is telling me to do ... I
think maybe the jumpers need to go some where else than the holes where
the resistors would go thru??? or are the resistors soldered to the
jumpers that were placed thru the holes??? This seems confusing at this
step ...
