I can't imagine Gary getting it wrong, so I will attribute it to a typo ---
28.28 Vpp is required to produce 2 watts power - 25.28 will be only 1.6
watts.
BTW - for a 50 ohm load, an easy formula for power is (Vpp squared divided
by 400). There are other variations, but it does save going through the
conversion to RMS with the accompaning SQR 2 factor. It is often difficult
to remember when to use 1.414 or 0.707 (or even 2.828) for the conversion.
