That's probably not under configuration controls, and both are "legal" under
RFC821. However, the software distinguishing between these is at the List
Server site, not the "new" ISP.

I figured I'd better review the RFC, and I find it not at all clear. Also,
it's FRC2821 (821 has be obsoleted). However, all the examples (mostly about
VRFY) show the not-quoted User Name next to the address in < & >. Curiouser
and Curiouser. In any event, it's still on the receiving server (in this
case the List Server) to accept or reject. I'm certain both are being
delivered.
