[Elecraft] K2 build problem.

Look for a short on the RF board which can result in the sort of thing 
you mention.  If you are doing R checks with the Ctrl Brd removed, these 
would not show up.  Do some measurements with the Ctrl Brd plugged into 
the RF board.
