I would also venture to guess that the reason there are more proficient CW senders who happen to be poor CW receivers (than the reverse) is because the common skillset between the two is a larger proportion of the total skillset required for sending CW than for receiving CW. Therefore, when there is a disparity between sending and receiving ability, its more likely that the receiving skills are lacking.
