[Elecraft] KX1 assembly problem...

KX1 #157 is giving me problems with the thermal pad.  It seems to be
positioned as correctly as it can be, but there's a ring of metal visible
through it, and the inner bit of the shoulder washer isn't as thick as the
transistor tab, and somewhere in the exposed metal, there's a short when I
button it all up, even without a screw in that location.  (I confirmed the
location by putting a "packed by victoria" tag in between, and the short
disappears.)  Before putting the thermal pad on, I sanded through the paint,
the surface is pretty smooth, and I couldn't feel any burrs even before I
did that.

so now what?  different thermal pad, widen the bottom of the hole in the
front panel, different shoulder washer, ...?
