The closest character I could find to a tilde is an � used in Spanish in such words as 
ca�on spelled in English as canyon.  Since the tilde is most often used as a mark 
denoting an accented letter this is probably why you will not find the tilde represented 
in International Morse Code as a punctuation mark.  

� is characterized in International Morse Code as dah dah di dah dah.
