Harlan,
The most common causes for a frequency counter display changing rapidly is
(in order of probalility) 1.) Insufficient signal, 2.) High noise level
along with the desired signal, and 3.) Overloading the counter front end.
If you have access to a 'scope, take a look at the input signal and you
should be able to determine quickly which of the above conditions exist (if
any). Compare the point you are trying to measure with the one giving a
good reading.
